The Power of Data as an Instructional Roadmap

Leaders at Chesapeake Public Schools recognized that while teachers were working harder than ever, they were often doing so in a data vacuum. The district had powerful tech tools after a time of rapid digital growth, but assessment data remained fragmented. Teachers and coaches struggled to find patterns or deep insights from data as they manually worked in spreadsheets. Without a way to visualize mastery, the district’s professional learning communities (PLCs) couldn’t move with the precision and speed they needed to meet individual student needs as best as possible.

As district leaders mapped out a more cohesive digital path, the conversation shifted to what they believed about education and technology as a district. They recognized that digital investments must be usable for staff and impactful for students. There was also a growing shift away from viewing student progress as a series of averages and towards understanding what students know and how to support them in what they need next.

After implementing Canvas as their learning management system (LMS), Chesapeake leaders wanted to create a multiplier effect with a single hub.

• What would happen if formative benchmark data lived natively within the LMS?
• What kind of progress could students make if teachers had accessible and reliable data to act on tomorrow in the classroom?

These and other questions guided district administrators toward an integrated assessment platform that would help them personalize instruction and student growth.

With Mastery Connect by Instructure living natively within Canvas LMS, the district eliminated the technical friction of separate logins and disjointed interfaces. Assessment data became an immediate resource rather than an administrative hurdle.

Over time, the district invested in the Mastery Learning Institute, equipping building leaders to bring deeper data know-how back to their specific PLCs. Teams learned how to use real-time heat maps to move with surgical precision. As Assistant Director of Technology Innovation and Integration, Thomas Coker noted, teams started to segregate data in 10 seconds, so teachers could identify and plan for targeted small groups in just 30 seconds of work.

The move from looking back at data to real-time intervention has sparked remarkable gains in student achievement. At Oscar Smith Middle School, for example, saw huge gains after focusing on PLCs being able to interpret data and pinpoint which standards needed to be retaught or practiced in different ways. Between 2023 and 2024, math pass rates climbed from 72% to 85%, while English and Science scores saw similar double-digit increases.

Beyond the numbers, the platform has fostered a judgment-free culture within PLCs. As math coach Brooke Corlett explained, teachers don’t fear red on a screen because there’s a common understanding that red isn’t a failure, but a map for tomorrow morning’s lesson. This mindset shift has even reached the students, who now take greater ownership of their progress and track their own mastery levels. With standards-based items in the Mastery Item Bank and an assessment platform that lives within their LMS, Chesapeake teachers can better focus on the human work of teaching, creating a sustainable model where meaningful intervention is achievable for every student.
