About Dr. Smith: Peter Smith has remained at the vanguard in the fight for the recognition and rights of adult learners throughout his impressive career. He designed and launched the Community College of Vermont in 1970, a college designed around the specific needs of rural adults in the state. He later went on to serve in government as a State Senator and then Lieutenant Governor in Vermont, and then on a national level as a US Congressman. As Assistant Director-General for Education at UNESCO, Smith took his expertise to a global level, supporting the effort to "globalize" open educational resources. He is currently the Orkand Endowed Chair and Professor of Innovative Practices in Higher Education at UMUC.
